Fenton and Torksey Lock Parish Council is seeking a person to appoint as a Clerk & Responsible Financial Officer. (RFO).
This post will be home based for 17 hours per month covering both roles.

Clerk & Responsible Financial Office - Fenton and Torksey Lock Parish Council
Salary: Dependent on experience, within the local government scale recommended for Parish Clerks. Subject to annual review along nationally agreed and published guidelines.
The Clerk to the Council will be the Proper Officer of the Council and as such is under a statutory duty to carry out all the functions, and to serve or issue all the notifications required by law of a local authority's Proper Officer.
The Clerk will be responsible for ensuring that the resolved instructions /agreements of the Council in connection with its function as a Local Authority are carried out.
The Clerk will be the Responsible Financial Officer (RFO), responsible for all financial records of the Council and the careful administration of its finances.
Requirements:
- Ability to work on your own initiative.
- Ability to time-plan and prioritise.
- Confidence to deal with members of the public, councillors, local government bodies, contractors.
- Confident in the use of Office, Word, Excel and website updates.
The role includes:
- Managing the day-to-day business of the Council.
- Preparing agendas and drafting minutes.
- Advising the council and ensuring council compliance with legislation and best practice.
- Implementing Council decisions.
- Managing and reporting on the Council’s finances, including year-end audit reports and VAT.
- Updating the Parish Council website.
Meetings: Every other month, usually the third Thursday of the month.
Some additional meetings may be required, and the role holder will be expected to attend these.
